On August 15, 2025, the U.S. Citizenship and Immigration Services (USCIS) released an important policy memo that brings back a comprehensive way to look at good moral character (GMC) for people who want to become citizens. This is a change from the previous review, which was more mechanical and focused on the negative. As part of the naturalisation assessment, officers must now look at both good and bad evidence, such as a person's positive contributions, community involvement, and character.

Why It Matters
With this new method, immigration officers can see applicants as whole people instead of just through violations or infractions. What matters now is showing "preponderance of the evidence" that you have always acted in a morally good way during the statutory period.
