USCIS Updates on Restoring Integrity Standard of Good Moral Character for People Who Want to Become Citizens
What's New?

On August 15, 2025, the U.S. Citizenship and Immigration Services (USCIS) released an important policy memo that brings back a comprehensive way to look at good moral character (GMC) for people who want to become citizens. This is a change from the previous review, which was more mechanical and focused on the negative. As part of the naturalisation assessment, officers must now look at both good and bad evidence, such as a person's positive contributions, community involvement, and character.

Why It Matters

With this new method, immigration officers can see applicants as whole people instead of just through violations or infractions. What matters now is showing "preponderance of the evidence" that you have always acted in a morally good way during the statutory period.

Different Points of View

Experts warn that this policy could make the path to citizenship more difficult because it could create confusion and inconsistent enforcement if there aren't clear standards.

Added a new "Anti-American" screening

As if that weren't enough, USCIS has also put in place a policy (starting in August 2025) that lets officers look at "anti-American" views or groups when deciding who can live in the U.S. or become a citizen. This makes things more subjective and has raised worries about fairness and freedom of speech.
